promise in May 2013 that the new Mental Health Bill would be introduced as a
priority this year. Why has the minister broken that promise?

the consequential legislation. The Mental Health Bill has been tabled in the
Legislative Assembly. The bill has been tabled; so, no, there is no broken
promise at all.
