I refer to the Pilbara town of Cossack, and I ask: (a) what are the State Government's plans for the future of the town of Cossack and how many landholders own land there; (b) which government agencies and stakeholders and, on what dates, have been consulted in relation to the completion of the future design guidelines; (c) has the State Government completed a design guidelines plan for the town of Cossack; (d) if yes to (c), will the Minister table a copy; and (e) if no to (c), what is the current status of the plan and has the Minister been presented with a draft of the plan?

(a) The Cossack Townsite Precinct is a permanent entry on the State Register of Heritage Places, managed by the Heritage Council of Western Australia. The State Government is committed to enhancing the cultural heritage significance of the precinct, which includes a number of historic buildings constructed of local materials and archaeological sites dating from the 1870s.
The Department of Planning is working with the City of Karratha on preparation of the City's Local Planning Strategy, which will outline the long-term objectives for Cossack and identify suitable future land uses. Following public consultation, the draft strategy will be considered for adoption by the City of Karratha and endorsement by the Western Australian Planning Commission.
Since 2008, consultation between various State government agencies and landowners has been ongoing to address the land ownership situation at Cossack. Ten private landholders own 20 freehold lots at Cossack. The remaining four freehold lots are owned by the Crown or are historic grants to the Anglican Church.
(b) The City of Karratha is undertaking a visioning exercise to investigate the suitability of tourism land uses at Cossack, including preparation of design guidelines for future tourism-related development. The Department of Planning has no formal role in this process.
