INSURANCE COMMISSION OF WESTERN AUSTRALIA - PRODUCTIVITY
I refer the minister to the Insurance Commission of Western Australia’s 2006-07 annual report, page 173 of which shows productivity graphs over the past six years. (1) Is the minister aware that administration costs per claim have increased from $978 to $1 332, which is an increase of 36.2 per cent over five years? (2) Is the minister aware that the number of claims administered per full-time equivalent has fallen over the past five years from 153 claims per FTE to 118, which is a productivity fall of 22.9 per cent? (3) Will the minister explain why the government has allowed such productivity decline and related overstaffing to go unaddressed for the past four years? Hon LJILJANNA RAVLICH

I thank the member for some notice of this question. (1)-(2) The figures in the productivity graphs are correct but the interpretation that they represent either a productivity decline or overstaffing is incorrect. (3) The Insurance Commission’s focus has been and continues to be on cost-effective management of the third party insurance fund and on ensuring that it continues to provide the lowest premiums in Australia for a family motor car - now for 11 consecutive years; benefits to claimants equivalent to, or better than, those provided by alternative schemes in other states and territories; cost-efficient administration when compared with alternative schemes in other states and territories of Australia; and a third party insurance fund that is fully funded, and which has recorded an after-tax profit of $245.9 million. Whilst the number of claims has been reducing each year, administration costs, such as for implementing new information technology systems and general salary-related costs, have increased. It should be noted that having a reduced number of claims for each claims officer to manage has allowed for the improved management of claims and better outcomes for all parties concerned, as evidenced by the financial results and other indicators. I have to say that, as the minister responsible for the Insurance Commission of Western Australia, which is part of the government enterprises portfolio, I think that if the Leader of the Opposition had read the report properly he would have known that what we are dealing with is an absolutely top-class organisation with indicators that any other state or territory would be very proud to have. We have the lowest third party insurance premiums for a family motor vehicle; they are the cheapest in Australia. The third party insurance fund recorded an after-tax profit of $245.9 million. There are so many good things about the Insurance Commission. The member may be laughing, but if I could get some of my other portfolios to work as efficiently and achieve the same sort of outcomes as those of the Insurance Commission, I would be very happy, because it is indeed a top-class organisation.
