I refer to ALCOA’s alumina refinery operations -
(1) Will the Minister advise the House the number of informal and formal expansion proposals that have been approved since 1990?
(2) Will the Minister table the documentation approving those proposals?
(3) Will the Minister inform the House details of revenue and royalties from those operations over the last five years?
(4) How much money has this company contributed to the State’s economy since 1990?
(5) Are these economic benefits appropriate compensation for the social cost to the community?
(6) If yes, what criteria have been used to make that assessment?
(7) Every expansion proposal provides an opportunity to revisit the terms of the contract under the
State Agreement Act
. Has the Government considered a review of the Act?
(8) If yes, when is this planned to take place?
(9) If yes, has the Government considered the introduction of an audit, a review of the cost benefit analysis and the level of royalties paid?

The Minister for the Environment; Science has provided the following response: (1) Three expansion proposals have been approved under Part IV of the Environmental Protection Act 1986 (the EP Act) since 1990. Alcoa's alumina refinery operations are also subject to Licensing and Works Approval provisions under Part V of the Environmental Protection Act. (2) (See tabled paper no ) regarding the implementation statements issued under Part IV of the Environmental Protection Act. (3-9) The Minister for the Environment; Science has advised that she does not have Ministerial responsibility for these matters and these parts of the Honourable Member's question should be directed to the Minister for State Development; Energy.
