Section 3.3.q of the Swan Bells constitution states
to apply all monies which are surplus to the requirements of the Foundation for the education and advancement of all youth in the fields of music and performing arts with not less than 30% of any such surplus being directed to the youth in regional areas in the State of Western Australia provided that such a distribution is made in accordance with the public selection criteria established by the Public Fund Committee.
