Will the minister advise the House whether there has been any change in the Government’s decision on retail trading hours? Mr J.C. KOBELKE

After very worthwhile public consultation, the Government announced its position on retail trading hours and how it would implement it. I hope that within a matter of only a few weeks there will be legislation in the Parliament to fulfil that undertaking. Clearly it will require support from other parties, particularly in the other place. It is very interesting to look at the current position of the Liberal Party on retail trading hours. On 6 March this year the Leader of the Opposition was reported in the Albany Advertiser as saying - “If I told you there wasn’t going to be deregulation I’d be telling you a lie.” Clearly his position at that time was that there would be changes to trading hours. When we announced our position, the Liberal Opposition said that there would be no change at all. The Deputy Leader of the Opposition made it very clear on ABC radio on 24 June that it will be one hell of an election issue. One sentence in the Liberal Party’s policy document states - If elected to Government, the Liberals will not extend trading hours - no ifs or buts. Members opposite went from a position in which they were going to change trading hours, but they were not sure how, to a position in which they would not change trading hours. A Liberal Party state conference was held only a few days ago at which a motion was put forward along the lines of the Deputy Leader of the Opposition’s comment that the Liberals did not want any deregulation, and they were rolled by the rank and file. The Liberal Party rank and file will not have a bar of it. It will certainly be one hell of an election if the Liberals are saying one thing while their mass rank and file are totally opposed to them! The Leader of the Opposition, having been for deregulation and then totally against any change at all, said on ABC radio on 4 August that the trend was towards gradually freeing up trading hours, and he thought that would inevitably happen over time. He said that it was important though that any change happen sensibly, that all parties know what is going on and that they have an opportunity to adjust. The Leader of the Opposition thought there would be change. He then put out a policy stating that if elected to government, the Liberals will not extend trading hours - no ifs or buts. However, within days he has said that they will do it gradually. As the Leader of the Opposition said, there is a huge difference between members on this side of the House and members on the other side. We have a policy, we go through a proper process and we will do it. Those on the other side flip-flop, flip-flop. They do not know where they are. Only in the past few weeks I have announced the very good work done by the Department of Consumer and Employment Protection on fish substitution scams. We have here a policy substitution scam. The Liberal Party’s policy is out of date and past its shelf life and, like stale fish, has a real smell about it.
