I thank the member for some notice
of the question. The Minister for Environment has provided the following
response.
An annual census is conducted of the
waste and recycling services provided to households and commercial premises by
local governments in Western Australia. Aggregated data on local government
services, including source separated systems, are reported in the published
census. Pages 12 to 20 of the most recently published census for 2013–14
have the relevant information for kerbside, verge side and drop-off services. I
table those relevant pages.

Hon DONNA FARAGHER : The census data show that 29 metropolitan
local governments offer a kerbside recycling service—that is, a yellow
lid dry recyclables service and a green waste non-containerised verge side
service—and three offer a source separated organic waste kerbside
service. The data show that households with three kerbside bins for recycling,
green waste and general waste achieve significantly higher rates of waste
recovery than those with two bins. The Liberal–National government's
$20 million Better Bins program has provided $4 684 242 in funding to eight
local governments to date to improve source separation through investment in
better practice kerbside systems. They are the Cities of Bayswater, Rockingham
and Stirling, the Towns of Cambridge and Cottesloe, and the Shires of Capel,
Collie and Donnybrook–Balingup.
