Given the federal Liberal–National government's $4.7 billion
boost for Western Australia —

the Premier now return some of that windfall to assist struggling families that
have been making up the GST shortfall to date through the Premier's
high hikes to fees and charges?

I am very pleased that the Leader of
the Opposition has asked this question because on 5 July 2018, the Leader of
the Opposition, Dr Nahan, put out a press release. Here it is. He said in his
press release —
� it should be put towards the Debt
Repayment Account.
''If the McGowan Government
spends the windfall on anything other than reducing debt, it will shred yet
another of Mark McGowan's election commitments.''

Mr M. McGOWAN : The Leader of
the Opposition put out a press release in July, when the arrangement was
announced, demanding we use it for debt repayment; now it has been announced,
he has flipped his position. Suddenly, for the first time ever, he now cares
about fees and charges, when he put them up by record amounts when he was in
government. Has anyone ever seen hypocrisy like this before? What is playing
out here is that the Leader of the Opposition and his staff forgot that they
had put out this release. That is what is playing out, because the Leader of
the Opposition has been caught out saying one thing in July and another thing
now, in November.
We are a government that will manage Western Australia
responsibly. The GST funds are going to the debt repayment account, as we committed to, but we are also working as hard
as we can to make sure fees and charges are as affordable as possible for Western
Australians. I might also add, they have gone up under us in our first two
years by half the amount they went up under the Leader of the Opposition
in his first two years in government, and we have reinstated financial
counsellors to help those people in need across Western Australia.
