(1) Yes.
(2) Verbal cautions are given to recently arrived overseas tourists, visitors from interstate or Western Australian country areas and people who are intellectually disabled.
Evidence must be sighted by the Public Transport Authority (PTA) Officer in relation to the persons visit to Western Australia or the metropolitan area.  In the case of people who are intellectually disabled, every effort is made by the PTA Officer to verify this is the case through sighting documentation such as sheltered workshop passes.
(3) No.  There is no formal process where cautions are recorded against specific individuals for ticketing matters, however PTA officers do record how many "verbal cautions" are issued per shift. This information is collated and recorded on a weekly basis.
(4) 18 660 verbal cautions were issued in the 2009 calendar year.
