Public sector agencies, including Western Power, have an obligation under section 175ZE of the Electoral Act 1907 to include in their annual report a statement detailing expenditure incurred in relation to advertising agencies, market research organisations, polling organisations, direct mail organisations and media advertising organisations. Western Power's most recent disclosure under section 175ZE can be found on page 53 of its 2012/13 Annual Report.
