AnswerView source ↗
It will be interesting. We have had a very disappointing time trying to deal with the federal Government on this matter, which is absolutely determined to make this a political football. Let us hope it has as much success as Peel Thunder in that regard! In 2001 this Government made it very clear to the federal Government that our number one priority for federal government funding under the Roads of National Importance program was the Peel deviation. To that end, I wrote to the federal minister in 2001 putting that point of view. The coalition Government never approached the federal Government about the Peel deviation. The Labor Party came into government and made it a high priority. We wrote and said that it was our number one priority. The response from the federal minister was that unfortunately funding under the RONI program was fully committed at this time, with future allocations directed towards meeting the federal Government’s electorate commitments. However, we pressed on and continued to buy land. As we promised the people of Mandurah and Bunbury we would do, we have spent almost $5 million on land acquisitions since that time. We have also commenced the concept designs and the finalisation of the alignment, which had not been done under the previous Government. We have spent around $1 million this year on that work. We have continued to make representations to the federal Government. As late as December last year we received a response from the Australian Government saying that it would be premature for it to commit to a timetable for funding to construct the Peel deviation. This is the scam that we now see. We know that on Friday the federal Government, without any consultation with the State Government, will come out and say it has somewhere between $125 million and $150 million to put into this project provided we meet its timetable. Several members interjected. The SPEAKER: Order, members! I call to order the Leader of the Opposition and the member for Warren-Blackwood. Ms A.J. MacTIERNAN: This is irresponsible. This is a huge project. From 2001 we have said to the federal Government that this is a huge project and it can be delivered only if we work in cooperation. Several members interjected. The SPEAKER: Order, members! Ms A.J. MacTIERNAN: It is absolutely unacceptable to come in at the eleventh hour and say we must do this tomorrow. The SPEAKER: Order, Leader of the National Party! I call to order the member for Carine and the Leader of the National Party. Ms A.J. MacTIERNAN: I have just one final comment. We do not accept the work that has been done by Senator Campbell, the Minister for Roads, and the member for Dawesville in going around the community saying that we should scrap the Mandurah rail and provide the Peel deviation. The people of Mandurah can have both projects, and under a Labor Government they will have both projects.
