I refer to the provision of training to public sector employees in relation to decision making and the acceptance or otherwise of gifts, and ask:
(a) what training is specifically provided to public sector employees in relation to decision making and the acceptance or otherwise of gifts;
(b) on what date or dates has this training been provided since 1 July 2011;
(c) which agencies have participated in this training since 1 July 2011; and
(d) what is the number of public sector employees who have participated in this training since 1 July 2011?

(a) The Accountable and Ethical Decision Making program developed and maintained by the Commission assists Chief Executive Officers and Directors General to build and sustain an ethical culture. The Commissioner's Circular 2009/03 requires CEOs and DGs to provide AEDM training to their employees. Agencies customise AEDM training to reflect their own policies and procedures.
The AEDM program comprises of six modules. One module focuses on managing conflicts of interest including those associated with the offering and receipt of gifts and other non-monetary benefits. This module highlights how the acceptance of gifts and benefits can place a public sector officer at risk of having an actual, potential or perceived conflict of interest. It also articulates how officers must act in accordance with the Western Australian Public Sector Code of Ethics and their agency's code of conduct when offered a gift or non-monetary benefit.
(b) Agency CEOs and DGs are responsible for providing AEDM training to their employees. The Commission's Annual Agency Survey will be distributed in June 2012 and will request information from CEOs and DGs as to their roll out of this program. Statistics on training delivered by agencies since 1 July 2011 will not be available until the survey is returned. In the 2010-2011 reporting period 1633 AEDM training sessions were conducted across the sector.
Since 1 July 2011, the Commission delivered AEDM training sessions to new CEOs/DGs, senior executives, boards and committees and regional employees on the following dates:

In the 2010-2011 reporting period 16,150 officers attended sessions across the sector.

In the last reporting period 16,150 employees across the sector completed this training (1 July 2010 - 1 June 2011).
Since July 2011 the Commission has conducted AEDM to 1243 officers which include:
7 new CEO/DGs taking the total of CEO/DGs trained to 132
32 senior executives
128 public sector board members
67 ministerial staff
98 regional employees, and
911 public sector employees.
