DOGS, NEW REGULATIONS
I thank the minister for his response on the last day sitting, in which he stated that new regulations are being prepared to control dogs, particularly dangerous breeds such as pit bull terriers, and possibly others. Hon Tom Stephens: I wanted to correct the answer in the final version of Hansard , which would have deleted the reference to a “dog” and replaced it with “terrier”. I hoped this would be accepted by Hansard. Hon SIMON O’BRIEN: The minister is very kind. However, the questions I put subsequent to that are - (1) Has the minister, or the department, advised interested parties, such as breeders and members of breeding clubs, that regulations are being reviewed, and of the broad parameters that are being used in this review? (2) Will avenues exist for interested parties to participate in the drafting of the new regulations, or to comment on the draft regulations before they are gazetted? Hon TOM STEPHENS

I thank the member for the question. (1)-(2)The Department of Local Government and Regional Development undertakes wide consultation in preparing regulations of this nature. I will provide the member with a list of the groups that have been consulted about the subsidiary legislation. The member will find that various groups associated with the breeding of the dogs have been consulted. I am not sure which groups have been consulted and whether the whole field has been covered. Hon Simon O’Brien: Some breeders of German shepherds do not know what is going on. Hon TOM STEPHENS: A large number of groups have been consulted. I do not know whether a particular group has been missed during the consultation process. The Government is in the advanced stage of gazetting the regulations; therefore, there will not be any further consultation. The process is just about complete. Hon Simon O’Brien: Can the Government not release draft regulations - The PRESIDENT: Order, members! This is not a debate. Hon TOM STEPHENS: The policy upon which the basis of the regulations has been formulated was well and truly the subject of wide notification and consultation. Indeed, the Premier talked considerably with community members about this issue, especially on talkback radio. The issue was alive and roundly canvassed. The regulations are nearly in place, and the opportunity being advocated by Hon Simon O’Brien does not exist.
