I have a supplementary question. Why
has the minister not lifted a finger to help this whistleblower, despite the
fact that he has used her information to pursue his own agenda and brazenly
boost his own profile in the media?

Mr
P. Papalia : You used her information; that is against the act.

J.M. FRANCIS : I will go back in history briefly. This person raised their
concerns publicly with The West
Australian before I met them. To suggest that I used information that they
provided to me to publicly comment about the department —
Mr P. Papalia : The
minister said that his department had a cultural problem, based on her
information.

This is just a ridiculous proposition. Let me make this perfectly clear: I
formed my views on issues about culture and performance within sections of the
Department of Corrective Services independently. The information that I
received was another bit of evidence that supported the views that I had
already formed about the Department of Corrective Services. I wholeheartedly
reject any allegation. No matter how many times the member makes this
allegation and no matter how many journalists he may tell that I used this
person, this person revealed their concerns to The West Australian and they were printed in The West Australian before I raised them.
