I note that the Premier has now assumed responsibility for a number of acts that are usually not assigned to any minister. (1) Does this indicate the elevation of the matters covered by them and that they are about to gain a high policy profile in the state by virtue of his assumption of responsibility for them? (2) What measures can we expect to see with regard to - (a) the Census Act 1891 - now a commonwealth responsibility; (b) the Deputy Governor’s Powers Act 1911; (c) the Fairbridge Farm School Act 1948 - an institution that no longer functions by that name; (d) the Friendly Societies’ Association of Kalgoorlie Investment Validation Act l919 - which appears to have been exhausted in 1919; (e) the Ministers’ Titles Act 1925 - which appears to have been exhausted in 1925; (f) the Parliamentary Papers Act 1891; (g) the Preston Road District Soldiers’ Memorial Act 1918; (h) the Royal Powers Act 1953 - which has probably been superseded by the Australia Act in 1985; and (i) the Standard Time Act 1895? (3) Will the Premier assure us that this has not been done merely to bulk up his apparent workload in response to the accusations that he is a “do-nothing” Premier whose only role is to appear with a smile in photo-shoots? Hon KIM CHANCE

I thank Hon Peter Foss for some notice of the question. The honourable member should get a life! Hon Peter Foss : At least my life does not involve being in charge of the Preston Road District Soldiers’ Memorial Act 1918! Hon KIM CHANCE : I am glad the honourable member raised that. (1)-(3) Parliamentary Counsel’s Office and the Department of the Premier and Cabinet have worked collaboratively to attain endorsement for the allocation of 207 pieces of previously unallocated legislation to the appropriate portfolio ministers, including those listed in the member’s question. Measures will be taken with regard to, and under, each act as and when required. For example, a review of obsolete legislation has been completed and a bill drafted which identified 80 acts to be repealed. That bill, the Statute Law Revision Bill 2005, is currently before Parliament and includes the Preston Road District Soldiers’ Memorial Act 1918.
