I refer the Premier to the Minister for Health’s second reading speech on the Cannabis Control Bill 2003 today in which he said - The obvious parallel is with traffic infringement notices that may be issued for certain Road Traffic Act offences, notably speeding offences. (1) Will the Premier confirm that if an individual incurs a certain number of speeding offences, he is punished through a loss of his licence? (2) Will the Premier confirm also that under his Government’s plan to decriminalise cannabis, there is no limit on the number of times a person can be cautioned for growing cannabis?
