I refer to the Minister's response to questions asked in the 2013-14 Annual Report Hearings with the Housing Authority conducted by the Standing Committee on Estimates and Financial Operations and in particular, to the supplementary information provided through question B5 and I ask, of the funding allocated to the nine nominated SuperTowns through the SuperTowns Development Project Fund and other Royalties for Regions funding: (a) were all the funding applications required to include a business case for each project as part of the application process and, if not, why not; (b) what were the priority projects for each town in order of priority; (c) which projects were successful in each town and how much did each individual project receive; (d) who made the final decision on which priority projects received funding; (e) what criteria was used as part of the decision making process; (f) which projects have been completed; (g) which projects are still underway and when are they likely to be completed; and (h) which projects are yet to commence and when will they commence?

(e) The SuperTowns Program 2011-12 eligibility criteria included:
1. Applicants must be local governments selected to participate in the SuperTowns Program 2011-12.
2. Funding proposals must be identified as priorities in the Applicant's SuperTown Growth Plan.
3. The Applicant's Growth Plan must meet certain minimum requirements as detailed in the
Minimum Requirements of a Growth Plan Required by 29 February 2012
and align with the vision, strategic objectives and key focus areas of the SuperTowns program
.
4. The project should be aligned to one or more of the six Royalties for Regions policy objectives.
5. The project must be aligned to one or more of the nine key focus areas of the SuperTowns Program as detailed in the Regional Centres Development Plan (SuperTowns) Framework 2011-12.
6. The Applicant's Growth Plan must be endorsed by the relevant organisations, as detailed in the
SuperTowns Growth Plan Toolkit 2011-12
.
7. Applicants must complete a Royalties for Regions business case for each project put forward for funding consideration, including appropriate supporting documentation.
The SuperTowns Program 2011-12 evaluation criteria included:
1. Potential to Stimulate and Sustain Economic and Population Growth in the Community (40 per cent weighting).
2. Project Readiness and Viability (30 per cent weighting).
3. Leveraging Financial or Other Resources for the Project (30 per cent weighting).
