(a) - (j) 2003/04 funding levels for Regional Road Groups were identified at the time the 2002/03 budget and forward estimates were announced.
(k) In preparing the 2003/04 budget, the Government had to consider its obligation to meet its election commitments in health, education and community safety. In order to achieve these commitments it has been necessary to re-prioritise funding from other areas including the road program.
