Will the Premier support the Liberal Party’s call for a referendum to let the people decide on any major changes to Western Australia’s electoral system? Dr GALLOP

I cannot believe the question! How many times in the history of Western Australia has the Australian Labor Party gone into an election with a clear platform to bring about one vote, one value in this State? Time after time it has had a clear mandate. Mr Birney interjected. Dr GALLOP: The member reminds me of the conservative members of the Parliament in New South Wales in the 1920s. Jack Lang, the Labor Premier at that time, introduced a new scheme called child endowment to promote and support families. The conservatives at that time opposed it. Do members know what they said? The member for Kalgoorlie sounds like the backbenchers of that time who said, “This is the first step on the socialist plan to nationalise all children.” That is the sort of lunacy we hear from that side of the House on issues like this. The Labor Party had a mandate to introduce one vote, one value in 1911. The Tonkin Government had a mandate in 1972, the Burke Government had a mandate in 1983, the Dowding Government had a mandate in 1989, the Lawrence Government had a mandate in 1990, and the Gallop Government has a mandate today. We will put the issue to the Parliament, so that all Western Australians will have the same voting power no matter where they live.
