(1)-(2) The metropolitan area south of the Swan River has been identified by the Western Australian Department of Health as an area of need, based on the accepted criteria of population base, availability of other medical imaging services and specialist referral service base. This Government sees Fremantle Hospital as the logical facility in which to locate an additional MRI unit for this area, as this would be consistent with its role as the public sector tertiary hospital for the south metropolitan health service. An updated business case has therefore been requested from Fremantle Hospital on expected recurrent costs and sources of funds. This Government was disturbed by the recent decision of the commonwealth Department of Health and Aged Care to proceed to advertise request for tender 157/0001 without any Western Australian areas of need, despite a submission from the Western Australian Department of Health dated February 2001 identifying two areas of need, including the metropolitan area south of the Swan River. This action by the Commonwealth denied Western Australian hospitals, including Fremantle Hospital, any chance of participating in the tender for additional Medicare licences and hence access to that source of commonwealth funding to support the service.
