I refer to the announcement by the Premier and the Minister on April 30 that
the State Government would allocate $3 million to a Contemporary Music Fund,
and ask: (a) why, six months later, have no applications been received for the grants
as per the Minister’s response on 9 October 2018 to Question on Notice No. 3973; (b) why do references to the Contemporary Music Fund on the Department’s
Culture and the Arts website only link to the Minister’s Media Statement from
30 April and not to the application process; (c) why is the application process not on display on the department website
for public viewing; and (d) what will happen to the $500,000 provided in this year’s State Budget
for the Contemporary Music Fund if no grants are made?

(a-d) The establishment of the $3 million Contemporary Music Fund was an election commitment of the McGowan Government to support the development of the music industry in Western Australia. An allocation was made for this program in the 2018-19 Budget. Since then there has been extensive consultation with the music sector to ensure that the fund meets industry needs.
On 21 December last year I announced the establishment of the program. $1 million will be allocated for the Contemporary Music Fund Grant Program and $2 million for Targeted Initiatives.
Applications for the Contemporary Music Fund Grant Program open on 8 January 2019.
Contemporary Music Fund Targeted Initiatives will include funding for: delivery of WAN Con; targeted mentoring programs for musicians; supporting musicians to attend BIGSOUND; Asian music exchange program; safer venues; supporting a regional program; delivery of NAIDOC Music Awards, Stompen Grounds; emerging artists seed fund; and maximising use of Perth Theatre Trust venues.

It is expected that the $500,000 allocated for 2018-19 will be expended by 30 June 2019.
