On behalf of the parliamentary secretary representing the Minister for Health, I thank the member for some notice of this question. (1) Funding of $2 million was allocated by the government at the commencement of 2004-05 to reform the psychiatric emergency service model. Due to a number of industrial issues, the area-based psychiatric emergency model did not commence in 2004-05. The $2 million allocation was carried over to 2005-06, in which the proposal was fully developed and is now due to commence on 17 July 2006. (2) Of the $2 million allocated by the government and carried over to 2005-06, $632 000 was provided to the South Metropolitan Area Health Service. The remaining amount of $1.368 million has been allocated to the South Metropolitan Area Health Service for 2006-07. An additional $600 000 was incorporated into the base budget of the North Metropolitan Area Health Service in 2005-06 to establish and enhance emergency services for the rural and remote sector. The additional amount will be an additional recurrent amount. (3) Of the $632 000 allocated to the South Metropolitan Area Health Service, approximately $160 000 has been spent to date. From 1 July 2005 to 31 March 2006, the North Metropolitan Area Health Service has spent $2.4 million of its base budget of $3.3 million for the existing psychiatric emergency services. It is estimated that the full budget of $3.3 million will be expended in 2005-06. The reconfiguration of the North Metropolitan Area Health Service psychiatric emergency services will be achieved within the base budget. (4) 1 July 2006. (5) The two services are due to be operational on 17 July 2006. The South Metropolitan Area Health Service emergency services program manager has been recruited and the recruitment process for an additional 13 multidisciplinary mental health professionals is under way for the four new community emergency response teams. In the North Metropolitan Area Health Service the creation of 15 new multidisciplinary positions for the community emergency services response teams and the creation of 13 new positions with the mental health emergency response line, a 24-hour mental health crisis telephone service, are in the final process of approval and recruitment will commence as soon as possible.
