I have a supplementary question.
Once again, why are we spending taxpayer money on New Zealand consultants for
education? If it were rugby union, I would understand.

When looking at an inquiry, we want
a fresh pair of eyes. Often we summon someone from outside the jurisdiction to
observe what is happening in our jurisdiction, someone who is not clouded by
previous experiences, prejudice and personal relationships within the
jurisdiction. I stand by what the Department of Education has done and I look
forward to its report.
