RANGEVIEW REMAND CENTRE — OVERCROWDING
I refer to the chronic overcrowding of the state’s juvenile remand centre, and the fact that police are forced to hold juveniles in lockups with adult prisoners. (1) Can the minister confirm that two juveniles were held in the East Perth lockup on 17 March because of overcrowding at Rangeview Remand Centre? (2) Given that the Commissioner of Police advised the minister’s department in January that “under no circumstances will juvenile offenders be held in police lockups”, why are juveniles being held at the East Perth lockup because of the overcrowding in the state’s juvenile detention centre? (3) Given this government’s 2005 election promise to build two new detention centres, can the minister outline when the new centres will be built, and where; and, if they will not be built, why not? (1)-(3) Yes. I can confirm that there was a delay in admitting two juveniles to Rangeview a couple of weeks ago. However, they were ultimately admitted. This is part of the normal peaks and troughs that we experience in juvenile remand, as we do in the normal prison population. We have made arrangements such as bail support, as well as other arrangements that we can make, to ensure a more predictable number of juveniles in Rangeview detention centre. I cannot remember the details of the lengthy question. I am happy to answer the question if the member puts it on notice. I am happy to say that the proposals for juveniles in Geraldton and the Eastern Goldfields, based in Kalgoorlie, to have juvenile bail support and to obviate the need for them to travel to Rangeview on remand are well advanced.
