Department of Local Government and Regional Development
In terms of the Department of Local Government and Regional Development, please be advised as follows:
Active websites:

(a) The dlgrd.wa.gov.au and telecentres.wa.gov.au sites were developed in house by Departmental staff.
The communitywise.wa.gov.au, regional.wa.gov.au and westlink.wa.gov.au are sites inherited by the Department in 2001 from the then Department of Contract  and Management Services and Department of Commerce and Trade. It is not  known who developed these sites and if any payments were made. The files  related to the origins of these sites are not held in the Department.

(k)  It is not known who registered the domain name for each site as they were registered prior to the Department of Local Government and Regional  Development existing.
(l) It is not known when domains were first registered as it was prior to the  Department existing.  The domain names were last modified on 5 October  2007.
(m) The current Registrant of all domain names is the Department of Local Government and Regional Development.
(n)  Not known, as per previously stated reasons.
(o)  N/A.

Please note: There are also 103 additional websites that are hosted by the Department, these are websites of the Telecentre Network.
They are not included as they are not "owned by or operated for the Minister's office or any Government department or publicly owned corporation under the Minister's portfolios" as stated in the question.
These websites are owned and maintained by individual telecentres, who are incorporated associations.

(a) All sites were developed in-house by fisheries staff and Radharc Consultancy Services (under the direction and guidance of Department of Fisheries) at a cost of $20,000.
(b) Standard tendering process was used, as specified by State Supply and Treasury.
First tender called in May 1997 - awarded to Radharc.
Second tender called in August 2002 - awarded to Radharc.
Tender included an estimate of charges for variations.

Second tender - six tenders were received.
In each case the chosen developer was selected on price and capability, as per State Supply guidelines.

(g) In 2001 a competitive tender process (Tender 5/2001) for the fish.wa.gov.au, nmdc.com.au, seafoodwesternaustralia.net and fishallocation.com sites received responses from Jiva Online, Webcentral, Highway1 and Telstra Bigpond. Highway1 was selected as the successful respondant. Another process has now commenced for the selection of future website hosting arrangements. This will be finalised in early 2008.
The fisheries-esd.com.au site did not go through a tender process for hosting
(h) The hosting costs for the fisheries-esd com.au site fell below the threshold for the requirement for formal State Supply tender processes. ($605pa)
(i) Webcentral was selected as the technical services it supplied were not offered by Highway 1, and the cost was within competitive purchasing guidelines
(j) Responses were recieved from Telstra Bigpond, Jiva Online Services, WebCental, Highway1 and the Government provider Servicenet. The assessment criteria resulted in the same score for WebCentral and Highway One. The following is an extract from the Recommendation of that assessment report.
"
We recommend that we renew our contract with Highway One under the new conditions outlined in their tender. While their tender is more expensive than Webcentral's over a three year period ($3221), they are cheaper over the first two years. We believe, however, that the time taken to move from one host to another and the potential problems that may be faced when moving outweigh the long term price differential. We also note that Highway One is a Western Australian Company, while Webcentral and their support facilities are based in Queensland."

Kimberley Development Commission
In terms of Kimberley Development Commission, please be advised as follows:

(a) KDC developed and built its website and maintains it utilising internal resources.
(b) No tendering process was necessary.
(c) The KDC had the capacity to undertake the development and building of its own website.

(f) The KDC website is hosted by Hostaway at a cost of $83.60 per month.
(g) Selection of the host of the website was undertaken in accordance with the  commission's purchasing policy. Competitive quotes were called.
(h) The KDC has a small website compared to larger State Goverment  Departments, therefore tendering for hosting was not required. Quotes were  obtained from a variety of ISP's and a decision was then made based upon best value for money and services provided.
(i) The ISP was chosen because it provided the necessary hosting package at a reasonable cost.

Pilbara Development Commission
In terms of Pilbara Development Commission, please be advised as follows:
The commission has one website: Pilbara DevelopmentCommission Website
(a) Pretzel Logic Pty Ltd built the website and they were paid $14,430 to redevelop the commission's website in February 2006.
(b) The commission sought quotes through the normal WA Government tendering  process.

(e) The commission received 9 respondents to the Request for Quote. Pretzel  Logic was chosen for the following reasons:
· submitted the 2
nd
lowest quote out of the 9 respondents;
· They had worked redesigning a website for another Development Commission and therefore had knowledge of how commissions operate in  the regions
· They had vast experience in working on various other Government  websites
(f) Pretzel Logic host the website and is paid $200 per month to do so.
(g) Quotes were sought from suitable web site host companies as per WA  Government tendering guidelines.

(j) The commission received 2 submissions to host our website. Pretzel Logic was chosen as they provided the lowest quote and were familiar with the different elements of the commission's website.
(k) The Pilbara DevelopmentCommission
(l) The domain was registered on 27 January 1999.
(m) The Australian Government Information Management Office
(n) As the domain name was registered approx 8 years ago the Pilbara DevelopmentCommission does not have the original cost of purchasing the  domain name readily available.
(o) The commission currently pay $62 every 2 years to renew its domain name.
(p) No. There are policies and guidelines that the commission must adhere to when registering the domain name but no specific conditions of use.
Gascoyne Development Commission
In terms of Gascoyne Development Commission, please be advised as follows:

Reynolds Technology set up our first website in 1998. Records in archive detail  a tendering process for hosting, rebuilding and design in 2002 after concerns  that the service provided by Reynolds Technology was not adequate. For the  2002 transfer and rebuild of website, the GDC paid Market Creations $6961

Six website designers were invited to quote in 2002. Quotes returned were significantly over budget.
The brief was rewritten and put out to tender in May.

Market Creations was chosen for the following reasons

· Demonstrated track record in quality design and service.
· With the majority of its customers in regional Western Australia it was considered Market Creations, based in Geraldton, would have a better knowledge of and feeling for Regional issues.

Information on this project was previously included in the GDCwebsite. In 2004 it was considered the project required its own website. Our then and current web hosting provider Market Creations offered to establish a separate site for the project. It was considered the offer of $500 to establish the site and $220 per annum to host the site was very competitive. This was considered an additional service in our ongoing relationship with the company.
