I refer to my question without notice No. 968 asked on December 19 2001, when you were unable to advise the House of the terms of reference given to the Ministerial Working Party on changes to cannabis laws and ask -
(1) Were terms of reference or other instructions subsequently given to the working party?
(2) If so, what were they and on what date were they given?
(3) Has the chairman or any member of the working party sought further instructions or clarification of the Government’s wishes in connection with this matter, verbally or in writing?
(4) If so, what was the nature of the information sought and given?
(5) Have further instructions been subsequently given, verbally or in writing by -
(a) the Minister;
(b) a Member of the Minister’s staff;
(c) any person acting on behalf of the Minister or his office; or
(d) any other person that the working party or any individual member of the working party would recognise as a bearer of the Government’s or the Minister’s wishes?
