CENTRE FOR NATIONAL
RESILIENCE — BULLSBROOK
497. Hon Dr STEVE THOMAS to the Leader of the House
representing the Premier:
I refer to the 500-bed Bullsbrook
Centre for National Resilience, and the Premier's comments of 31 March
2022 when he said ''We'll make it operate. We'll make it
work when it's handed over.''
(1) From the date
of the formal handover from the federal government until 15 May 2023, what is
the total operational cost incurred by the
taxpayers of Western Australia associated with the running of the Centre for
National Resilience?
(2) As at 15 May
2023, what is the breakdown of the operational costs since handover; and what
ongoing recurrent funding has the McGowan government committed to this
facility?
(3) Given the
Premier's commitment of 31 March 2022 that ''We'll make
it work'', will the Premier please detail and table the specific usage,
functionality, service delivery charter and associated KPIs, and staffing
numbers at the Bullsbrook Centre for National Resilience?

I thank the
honourable member for some notice of the question
(1)–(3) Eighteen months into the pandemic, the former
Liberal–National commonwealth government finally accepted its responsibility for quarantine and announced
its intention to build a federal facility in Western Australia . The
facility was planned, designed and built by the former Liberal–National
commonwealth government for temporary
quarantine accommodation. Alternative uses for the facility are decisions for
its owner, the commonwealth government. Under the agreement signed
between the state and commonwealth governments,
the commonwealth-owned Centre for National Resilience in Bullsbrook is being
maintained by the state government for a 12-month period before
operations are transferred to the commonwealth. The budget allocated by the
state to operate the Centre for National Resilience Perth for the twelve-month
period is $13 million. The current projected cost of operations is within the
allocated budget.
