Minister for Aboriginal Affairs:
(1) At its
January or February 2013 meetings, did the Aboriginal Cultural Material
Committee consider Main Roads Western Australia's section 18
application regarding Roe 8—being the extension of Roe Highway from
Kwinana Freeway to Stock Road?
(2) At either
its January or February 2013 meeting, did the ACMC decide to recommend that
Main Roads' application for section 18 approval on Roe 8 be declined?
(3) At any
time between January 2013 and July 2015, did the minister receive the ACMC's
original recommendation on Main Roads' application for this section 18
approval?
(4) Why did
the ACMC consider Main Roads' section 18 application on Roe 8 for a
second time in June 2015?
(5) Can the
minister please table the minutes of the ACMC meetings that were held in
January 2013, February 2013 and June 2015?

I thank the honourable member for some notice of this
question.
(1) Yes, it was at the February 2013 meeting.
(2) Yes.
(3) No.
(4) I was
constrained from making a decision under part IV of the Environmental
Protection Act 1986. This constraint was lifted on 2 July 2015. Due to the
extended period of time between when the Aboriginal Cultural Material Committee
first considering the matter in 2013 and new information about the
archaeological heritage places on the land, the Aboriginal Cultural Material
Committee considered the section 18 application for a second time in June 2015.
(5) There was
no Aboriginal Cultural Material Committee meeting held in January 2013.
However, I have the minutes from the other meetings requested, and I table that
response.
