(1) Does the Government intend to address the disparity between the concessions available to people in possession of a pensioner concession card in Western Australia compared with those available in other States?
(2) In particular, will the Government consider -
(a) extending the stamp duty exemption on motor vehicles to veterans granted a service pension on the grounds of invalidity at the rate of 70% or higher of the maximum disability pension; and
(b) providing a Soldiers’ Pass allowing veterans on a disability pension free access to public transport?

When the State Government announced its new Seniors Card concessions in July 2001 it was, and still is the most generous range of concessions offered in any Australian State or territory. The concessions that have been implemented in Western Australia target the areas of energy consumption, water and sewerage concessions, municipal rates concessions, and transport concessions including public transport and motor vehicle and license registration. The decision to target these concessions is based on the recognition that these are core concessions, ie concessions that directly support the basic requirements for a quality of life that the Australian community would accept as a minimum standard. (2a) Under the Stamp Act, people eligible for a full exemption from a Motor Vehicle License are also exempt from paying stamp duty. A person entitled to a full service pension on the grounds of invalidity (entitled Invalidity Service Pension issued by the Department of Veterans Affairs) is eligible for exemption from motor vehicle license fees and consequently stamp duty. It is the Government's intention that concessions continue to be granted to people in receipt of a full Invalidity Service Pension. (2b) A range of different entitlements are provided for veterans using public transport in Perth. These passes are issued by the Department of Veterans Affairs (DVA) and are recognized by Transperth for the bus, train and ferry system. The various passes are summarized below: (i) The Pensioner Concession Card (PCC). Presentation of a PCC entitles the holder to concession fare travel on public transport. The PCC are issued by DVA to: all services pensioners partner service pensioners age pensioners who are paid their pension through DVA war widows & widowers receiving an income support supplement The PCC is used by pensioners as proof of eligibility for the various concessions made by Local and State Government, including public transport concessions. (ii) The Transperth Free Pass. This pass is also issued by the DVA. Free travel is provided by Transperth for Free Pass holders, which includes all WWI veterans, their wives or widows, as well as veterans in receipt of a Disability Pension above 75% of the General Rate. The General Rate is measured in multiples of 10% up to 100%. Beyond this point the DVA has an Extreme Disablement Allowance and also the Special Rate - also referred to as Totally and Permanent Incapacity (TPI). (iii). The Transperth Concession Pass. This entitles the holder to concession travel on Transperth services. This pass is issued by the DVA to war widows and widowers who are in receipt of a war widows pension but are not in receipt of an income support supplement. This group would not have received a PCC because they do not receive an income support payment.
