In reference to meeting the budgeted efficiency dividend, as of 30 July 2012, can the Premier provide for each department and agency in their portfolio areas:
(a) what programs and services will be cut;
(b) what program and services will be delayed or wound-back;
(c) will there be any cuts to staff numbers, and if so in which areas;
(d) will there be delays in filling vacant FTEs;
(e) will there be a FTE vacancy rate that is maintained on an ongoing basis;
(f) what new revenue measures are being introduced; and
(g) which existing fees and charges have been increased?

As the efficiency dividend is a reduction in appropriation, agencies simply have to work within their allocated budget for the 2012-13 financial year, enabling them to find savings in a range of different areas throughout the financial year.
Agencies and Ministers are currently, and will continue to, actively monitor expenditure throughout the year to ensure that savings targets are met whilst frontline services are in no way compromised.
Agencies will do this through measures such as not filling non-frontline positions when vacated through attrition, administrative expenditure efficiencies and reducing spending in areas such as corporate and executive support.
Agencies will continue to manage FTE numbers within 2011-12 levels as per the two year freeze in the FTE ceiling announced as part of the 2012-13 State Budget. However it should be noted that this policy specifically excludes front line services in Police, Education and Health.
A full breakdown of the efficiency measures achieved will be outlined in the 2013-14 State Budget.
