I refer to the report of the National Inquiry on Bushfire Management, Prevention and Mitigation, undertaken for the Council of Australian Governments, which was prepared by three independent experts and delivered to the Prime Minister in April. (1) Is the Premier aware that according to the Hansard of the Australian Senate of 9 August 2004, Special Minister of State Senator Abetz states that Western Australia has opposed the release of the report at this stage, and does the Premier agree that this accurately represents the situation? (2) If yes, why is Western Australia opposing the release? (3) If no, will the Premier request that the Prime Minister release the report as a matter of urgency? (4) Does the Premier agree that delaying the availability of the report will hamper the implementation of its recommendations in time for the forthcoming fire season? (5) When will the report be released? (6) Is a response to the report being prepared by the Government of Western Australia? (7) If yes, will the Premier table a copy of that response? This report was commissioned by COAG to inform its inquiry on bushfire management, prevention and mitigation. It should be noted that, in addition to the statement in Hansard , the Prime Minister had previously requested that COAG consider its response to the inquiry before the report is made public. In addition, members of COAG had previously agreed to consider all information to assist in their inquiry, not just this particular report. Under COAG protocols, the report can be released only with the agreement of all members, and, until that is the case, it remains embargoed. It is not appropriate for the report to be released until COAG has considered it and other information relevant to the inquiry, as well as its implications for national and cross-jurisdictional action.
