I have a supplementary question. What contractual obligation
does the department have for oversight of fraud, not just to the head
contractor but to the contractors that the head contractor subsequently brings
in?

It is my understanding that the head
contractors are the ones who accept and wear the liability for fraud that goes
down to subcontractors.
