refer to dust management in Port Hedland, and I ask: (a) why has the 2009 established Port Hedland Dust Management Taskforce yet to recommend any new dust management proposals; (b) what
is the role of conditions set in the range of licences and permits issued by
the department, in controlling excessive dust and other emissions
attributable to mineral exporters using Port Hedland's West End; (c) does
the Minister have advice that evaluates the level of compliance by exporters
with their license or permit conditions; (d) has
any action been taken by the department to have port users comply with dust
mitigation requirements; and (e) if
no to (d), why not?

Answer as at 8 November 2016:
(a) This question should be directed to the Minister for State Development.
(b) The Department of Mines and Petroleum (DMP) only sets conditions on licences and permits related to compliance with occupational health and safety requirements within the boundary of the Port Hedland port.
(c) Yes. Operators of the mining facilities within the port routinely monitor and report on their licence and permit conditions to DMP, including occupational health dust exposures.  In addition, DMP inspectors routinely inspect work places within the port and report their findings through the companies Mine Record Book.
(d) Yes. Dust mitigation actions routinely taken by DMP include risk-based hygiene management plan reviews, dust management audits and inspections of port facilities.
(e) Not applicable.
