I refer to Labor MLC
Hon Kyle McGinn's trip to Washington to warn senior politicians about the state
government's Westport project.
(1) Since the Premier was unable to answer this
yesterday, has the Premier been able to confirm whether, during the time that
Hon Kyle McGinn was in Washington, he was still appointed as a parliamentary
secretary in the government?
(2) Did he request leave, and who approved his
leave?
(3) Should we expect more union influence over the
Premier's government at the expense of WA's and Australia's interests?

(1)–(3) I think Hon Kyle McGinn visited
the US on holiday in the last week or two of the election campaign period, when
it was in caretaker mode. Hon Kyle McGinn advises me that he had already ceased
being paid as a parliamentary secretary, believed that he was not a
parliamentary secretary and had to vacate his office. He believed that his
duties were concluded. It may be that in the final dying days of the caretaker
period he was technically still a parliamentary secretary, although that was
not his understanding.
