I refer to the Port Hedland ‘West End’ buy back scheme, and ask: (a) Is it the intention for the Minster to release the report completed by independent consultant Ross Love: (i) If not, why not; and (ii) If yes, when; (b) Can the Minister confirm the Love report was to confirm a basis for
valuations to fairly identify price setting for the voluntary buy back
scheme: (i) If yes, does the Minister consider publicly releasing this report to be
consistent with an open and transparent approach to price setting for a
buy bask scheme that is likely to significantly impact those who have
chosen to invest in this area; and (ii) If no, what is the basis for commissioning the Love report; and (c) Is the Minister currently aware of any legal action being taken against
the state in respect to the process for securing a fair valuation for a
voluntary buy back scheme: (i) If yes, without disclosing the litigant, what is the nature of the claim?

(a) No, as Mr Love’s report was prepared for Cabinet consideration.
(b) The State Government appointed Ross Love to lead consultation and advise broadly on terms for the proposed industry funded voluntary buy-back scheme in the West End of Port Hedland. The methodology for price setting that has been adopted is that proposed in Mr Love’s report.
(c) We are unaware of any legal action that has been commenced. It should be understood that this is a voluntary scheme and there is no obligation to sell at the offered price.
