I refer to page 12 of the Department of Water's 2011-2012 Annual Report which states that a compliance and enforcement policy will be released in 2012, and ask —
(1) In which month is this policy expected to be released?
(2) Will the public have opportunity to comment on the draft policy before the Government releases its final version?
(3) If yes to (2), in which month is this expected to occur?
(4) If no to (2), why not?
(5) Will this compliance and enforcement policy ensure that all of the licences to extract more than five million litres a year on the Gnangara Mound are metered?
(6) If yes to (5), by what date is it intended that this will this be achieved?
(7) If no to (5), why not?
(8) Will the compliance and enforcement policy aim to ensure that all metered licences report their usage?
(9) If yes to (8), by what date is it intended that this will this be achieved?
(10) If no to (8), why not?

(1 - 4) The draft policy is being finalised and a date for stakeholder consultation has yet to be determined by government.
(5 - 10) The draft compliance and enforcement policy is not intended to be a metering policy.
