(b) The SmartRider system will provide greater flexibility for a student to make multiple journeys or travel over different zones without being restricted to a specific zonal ticket, i.e. the SmartRider system will allow any number of zones to be travelled and paid for, whereas now a person may have to carry a different multi-rider ticket for various zonal journeys. Through the use of a Global Positioning System which is part of this “state-of-the-art” ticketing system, the lowest fare payable will be determined. Additionally the SmartRider system can also determine the most appropriate fare to charge for a day’s travel. For example if a student made multiple trips, the system has the ability to work out if a DayRider fare is more appropriate and this would be the fare deducted from the SmartRider. In respect to security, the SmartRider cards can be ‘hot listed’ if they are a registered card and “hot listing” will preserve any dollar value on the card. This dollar value can then be transferred to another card. Note that passengers will have the choice of registering their card or purchasing an anonymous card. Changes to the current fare structure, such as the introduction of long term passes, would not be considered until the SmartRider system had been in operation for sufficient time to predict the effect of those changes on patronage and revenue. (c) The Government is prepared to take into account the experience in other States when it considers any improvements to the current fare structure. It should be noted that the current ticketing system used by Transperth already provides substantial discounts to students. Transperth’s integrated ticketing system allowing integrated travel across the bus, train and ferry system bus served Perth very well and will improve even further with the new SmartRider system. The simple concept of two ticket categories, standard and concession is very legible for the community. Students fit into the concession category. This Government has maintained its election commitment to freeze concession fares throughout this term of Government and concession fares are therefore very affordable. (d) Not applicable.
