I refer to the Department of Environment and Conservation (DEC) 2010-11 Annual report regarding
Service 2: Sustainable Forest Management
, Performance highlights, and I ask -
(1) What are the costs to DEC of -
(a) producing the guideline for the selection of fauna habitat zones, protocols for a range of key performance indicators from the Forest Management Plan, two manuals, a field guide and a technical report that support the management of soil and water values;
(b) evaluating and monitoring more than 80 disturbance operations exceeding 7,000 hectares within State forest and timber reserves to ensure compliance with the environmental outcomes sought in the Forest Management Plan;
(c) effective fire management implemented to protect the values on State forest and timber reserves within the south-west;
(d) preliminary work undertaken on the design of 19 indicative fauna habitat zones, and the location of eight fauna habitat totalling a gross area exceeding 1,700 hectares of State forest;
(e) the detection and mapping of Phytophthora dieback disease on DEC managed lands undertaken on State forest and timber reserves within the south-west to inform the planning and management of disturbance operations and the prioritisation of disease treatments;
(f) the internal review of the guidelines for silviculture, and the expert panel established to review silvicultural policy and practice;
(g) preparatory work undertaken to inform the development of the next forest management plan;
(h) the systematic review undertaken of existing biological survey information for a range of biota within the area of the Forest Management Plan;
(i) improvements made to mapping and classifying jarrah and karri regeneration and karri two-tiered forest to assist in ongoing forest management and protection; and
(j) the amendment to the Forest Management Plan to increase the allowable cut of karri other bole volume?
(2) Are any of these costs reimbursed by the Forest Products Commission or any other agency, organisation or entity?
(3) If yes to (2), which ones and what percentage of the costs are recovered?
(4) If no to (2), from which DEC program does the funding come?
(5) Will the Minister provide a detailed list of the suite of projects including forest inventory and wood yield projections undertaken to inform the development of the next Forest Management Plan?
(6) If no to (5), why not?
(7) Will the Minister provide copies of the improved maps and classification of jarrah and karri regeneration and karri two-tiered forest prepared to assist in ongoing forest management and protection?

(1)(a)-(j) Providing the costs attributed to the activities identified in question (1)(a) to (j) is not feasible as the Department of Environment and Conservation (DEC) does not comprehensively record expenditure against these activities. DEC manages State forest and timber reserves for a range of values, not just timber production. Therefore, financial reporting reflects expenditure to manage these values across the whole of State forest and timber reserves.

(3) $7 068 432 for works undertaken for the Forest Products Commission (FPC), from the appropriation to DEC, including fire management, the design and location of fauna habitat zones, the detection and mapping of
Phytophthora
dieback disease and classifying jarrah and karri regeneration and karri two-tiered forest.
Funds recouped from the Water Corporation in relation to the Wungong Catchment Trial are included in the $3 993 678 for grants and recoupable projects undertaken for external parties.
