1) The Government is committed to ensuring an adequate supply of affordable land to meet housing needs. Although there is at least 18 years supply of appropriately zoned land, the supply of completed residential lots is not currently meeting demand. The Government is responding to these pressures and has agreed a package that will direct more resources towards fast tracking land releases. The package includes the recruitment of senior specialist planners and support staff to fast track the approvals process. The target is to deliver 20,000 new residential lots with final subdivision approval for the Perth region in 2006/07. However ultimately we rely on the developers to move projects forward and so speeding up Government approvals can only facilitate, not force, subdivision of privately owned land. The Government has appointed Marion Thompson as Land Release Co-ordinator for the Perth region to expedite conditionally approved lots to final approval. 2) Ms Thompson commenced on 10 July 2006. Recruitment of the senior specialists planners and support staff is currently underway. 3) Ms Thompson will report on any impediments in the planning process to bringing lots onto the market and to recommend measures to ensure land supply in the Perth region into the future. DPI and the WAPC are progressing housing supply initiatives including · measures to increase the proportion of new housing in the established urban area, particularly at activity centres and other strategic sites suitable for redevelopment, · updating the growth management strategies for the metropolitan corridors, · revamping the Metropolitan Development Programme to be more effective in co-ordinating the planning, · servicing and development of new residential projects, · improved monitoring of land supply and dwelling production across the metropolitan area, and · streamlining the subdivision referral and conditions process. In addition, the East Perth and Subiaco Redevelopment Authorities have had planning policies in place since October 2002 that require 10 - 15% of residential units on land released by those Authorities to be for social and affordable housing. This is being achieved by selected sites being sold direct to Department of Housing and Works (for construction of social housing units for rental by DHW's tenants) and through the private sector whereby contracts of sale specify that planning bonuses will be granted to developers to enable the construction of residential units, for sale to owner occupiers that meet key eligibility criteria The Armadale Redevelopment Authority is fast tracking a Scheme Amendment to give certainty to landowners in Brookdale for the creation of around 15,000 residential lots aimed at reducing the pressure on land supply. The Landcorp subdivision at Champion Drive, Seville Grove, and stages of Champion Lakes which will be sold via ballot at the end of this year, is aimed at combining affordability with sustainability. Measures to encourage first homebuyers to participate in the ballot are currently being investigated. In addition some lots will be set aside for demonstration purposes for manufacturers who will showcase the latest alternative building products designed to reduce construction times and the cost of housing. The total number of lots at Champion drive subdivision is 105. The Department of Housing and Works is also releasing its landholdings onto the market at the earliest opportunity. There are a number of projects being worked on to get more land releases in middle ring suburbs.
