(1) What is the trigger point for changing Western Australia's
controlled border from medium risk to high risk?
(2) What is the current 14-day
rolling average for COVID-19 cases in Victoria?
(3) For how many days has the
rolling average for COVID-19 cases in Victoria been higher than 50?
(4) What health
advice has the Chief Health Officer provided regarding the COVID-19 outbreak in
Victoria and the risk to Western Australia?
(5) Will WA's controlled
border with Victoria be increased to high risk, and when?

thank the honourable member for some notice of the question, which I answer on
behalf of the minister representing the Minister for Health.
(1) The current
trigger for a review of WA's controlled border from a medium-risk to
high-risk category is greater than 50 new community cases a day on a five-day
or 14-day rolling average. The trigger point is a guide for review, after which
the Chief Health Officer reviews the situation and provides the latest public
health advice.
(2) The 14-day
rolling average of COVID-19 cases in Victoria is 79.1.
(3) It has been
six days, inclusive, since the 14-day rolling average of COVID-19 cases in
Victoria has been above 50.
(4) The Chief
Health Officer has recommended that Victoria move from a medium-risk to
high-risk category based on the current outbreak evolving. Given that the
requirement for travel into WA from a high-risk jurisdiction is to have a negative
COVID-19 PCR test in the 72 hours prior to departure and to have had at least
one dose of COVID-19 vaccine, where eligible, prior to arriving in WA, it has
been recommended that the transition from medium-risk to high-risk occurs at
least five days after the decision is made in order for testing and vaccination
to occur.
(5) The Chief Health
Officer has recommended that Victoria move from a medium-risk to high-risk
category on or after 12.01 am on 6 September 2021.
