I refer to the paper submitted to a local government forum at the Town of Cambridge by former Labor MLA Larry Graham criticising elements of the State Government’s second phase review of the Local Government Act 1995 , and ask: (a) Why
wasn’t an independent body, other than the department which is the sector regulator, involved in
conducting the review; (b) Please
list the names of the individuals on the review reference group; (c) What
actions has the Minister taken to alleviate possible conflicts of interest for
the Department of
Local Government, Sport and Cultural Industries in the review process; and (d) Why weren’t members of the public or individual councillors invited to be part of the reference group?

(a) The Department’s role is to assist the Minister with the administration of the Local Government Act 1995 . Reviewing legislation is part of that role.
(b) The role of the reference group is to inform and identify opportunities for reform and engage and represent the interests of the member organisations. The reference group has also assisted and promoted involvement in the review.
Members are there as representatives of various stakeholder groups. I am therefore providing their positions and organisations as a response to this question.
