I refer to the Treasurer’s Advance Authorisation and provisions made in the Western Australia Police budget and I ask:
(a) given the overall requirement for an additional $19,243,000, does this mean that it was not possible to operate within the budget efficiency cuts of 3% imposed upon Western Australia Police, and previous assurances to the contrary were not accurate;
(b) how will Western Australia Police be able to maintain existing services and operational capacity and deliver similar savings in the future years; and
(c) what additional savings measures are being contemplated to ensure that in future years a similar level of top-up will not be required?

(a) WA Police has received an additional $19.243m from Government, this financial year mainly due to salary related increases for Police Officers EBA Outcome ($6.657m) and rate increases in Gold State Superannuation Liability ($3m). Government has also provided an additional $5.325m for the cost pressures for forensic services provided by Pathwest and Chemistry Centre. The remainder relates to repositioning of cash flows in relation to Capital Works Program.
(b) The $19.243m additional funding has no relationship to the 3% dividend imposed by Government. WA Police has been successful in meeting its 3% efficiency dividend obligations and is continuing to explore efficient means of delivering an effective policing service to the community.
(c) WA Police is currently looking at ways to manage better the cost of Pathwest and Chemistry Centre services. It is also reviewing its fleet mix and service delivery model in order to achieve economies of scale through its building assets.
