Leader of the House representing the Minister for Energy:
I refer to the answer given to question without notice 114,
and to the presentation by Louise Avon-Smith, Western Power's
sustainability manager, to the Western Australian Council of Social Service's
smart meter forum on 16 May, in which it was stated that the full smart meter
rollout could not proceed until the tariff and concession framework review was
released later this year.
(1) Has the
minister directly advised all those who made submissions to the review that he
does not intend to publish its findings?
(2) If no to (1),
why not?
(3) What
alternative approach will the minister adopt to address the failings of the
current concessional arrangements, as identified by WACOSS and others?
(4) Is planning
underway to extend the smart meter trial to a full rollout?
(5) If yes to
(4), when will the rollout commence?
(6) If no to (4),
why not?

(1) No.
(2) The minister
has only recently been advised that the content of the tariff and concession
framework review is no longer relevant. The Department of Finance will shortly
make amendments to its website to advise that the review will not be made
public.
(3) The
government has increased energy concessions by replacing the supply charge
rebate with the cost-of-living assistance payment, and has extended energy
concessions to households that are on-sold electricity.
(4) No
decision has been made at this time to extend the smart meter trial.
(5)–(6)
