AnswerView source ↗

I thank the member for some notice of this question. (1) Warnbro Sound Avenue is a local government road under the care and control of the City of Rockingham. According to the council, no residential driveways have direct access to Warnbro Sound Avenue. All driveways facing Warnbro Sound Avenue are on service roads that connect to Warnbro Sound Avenue. (2) The speed limit is 70 kilometres an hour from Safety Bay Road to Port Kennedy Drive and 80 kilometres an hour from Port Kennedy Drive to Anstey Road in Secret Harbour. A school zone 40 kilometres an hour limit operating from 7.30 to 9.30 am and 2.30 to 4.00 pm is applicable outside Warnbro Community High School from 230 metres north of Palm Springs Boulevard to 30 metres south of Grand Boulevard. (3) The speed zone changed on 1 June 2001 from 80 kilometres an hour to 70 kilometres an hour from Safety Bay Road to Port Kennedy Drive and included provision of the school zone. The section from Port Kennedy Drive to Anstey Road remains unchanged at 80 kilometres an hour. (4) The speed limit has been reviewed following submissions by the City of Rockingham and the member for Rockingham. The review indicated a need to reduce the speed limit, as outlined above, because there had been a higher than average increase in crashes and roadside activities had increased. The speed reduction would ensure the speed environment for Warnbro Sound Avenue was consistent with similar roads. (5) The speed changes are considered to be permanent but, like all roads, are subject to monitoring and review when necessary.
