PLANNING — GREENPATCH DEVELOPMENT — ODOUR

769. Hon BEN DAWKINS to the minister representing the
Minister for Planning:
I
refer the minister to page 12 of the minutes of the Statutory Planning
Committee of the Western Australian Planning Commission dated 18 July
2023. I will cut these questions in half tomorrow, President. The minutes state

Members discussed the issue mentioned
during the deputation relating to the lack of further studies on odour and were
advised that the studies have been undertaken and that the issue of odour
buffer offset is a matter between the EPA and the Department of Water and
Environmental Regulation.
(1) What is the
name and title of the person who advised that further odour studies have been
undertaken and what agency or organisation are they from?
(2) Can the minister provide and
table copies of these further odour studies; and, if not, why not?
(3) Did a representative
of the Shire of Capel confirm during the meeting that there are existing odour
issues and complaints near the proposed Greenpatch development site; and, if
so, why is this not in the minutes?
(4) Can the
minister provide and table a copy of the submission from Lavan and Planned
Focus referred to in paragraph 7.7 of the minutes; and, if not, why not?

The following response has been
provided by the Minister for Planning.
(1)–(2) An odour buffer exists around the Dalyellup
wastewater treatment plant under the Greater Bunbury Region Scheme. The
buffer, consistent with State Planning Policy 4.1 — Industrial
Interface, was established in 2013 through scheme amendment 0020/57 following
consultation with numerous agencies and at the request of the Water Corporation. The extent of the odour buffer is
consistent with odour modelling prepared to inform scheme amendment
0020/57 of the Greater Bunbury Region Scheme.
(3) I am
advised by the department that the meeting minutes accurately reflect the
matters relevant to the statutory planning committee's consideration of
the proposal.
(4) No. Written submissions through
the deputation process are not made public.
