(1) Is it reported correctly in the North West Telegraph of 11 April 2001 that at a north west local government forum in Broome the minister abandoned his official speech and pledged his personal support for a call for mining royalties to be returned to the regions? (2) Is it also reported correctly that the minister told the forum that he was terribly unhappy with the speech provided to him and that it was gross hypocrisy for the state apparatus to put the speech to the forum? (3) If these reports are correct, will the minister advise - (a) which state apparatus provided him with the speech; (b) which minister he was representing at the forum; and (c) which minister approved the speech? (4) What is the Government’s policy on returning royalties to the regions:  That contained in the speech provided by the state apparatus or the off-the-cuff statement made by the Minister for the Kimberley, Pilbara and Gascoyne? (1)-(4) The leader will know from the speech delivered to this Chamber on behalf of the Government by His Excellency the Governor that one of the commitments the current Government made at the election has already been delivered.  It is the appointment of regional ministers, one of whose tasks is to be advocates for the people of the regions, to be the eyes and ears of the Government and to make sure that the views of the people of the regions are articulated inside the Government.  I attended the forum on behalf of the Government and gave an unqualified commitment to relay the views of the forum to the Government.  At the forum people argued for the return of the flow of benefits to the regions.  This Government is committed to doing exactly that; that is, returning to the regions the benefits of economic development in this State.  The commitment has been made by this Government and it will be delivered.  His Excellency has already advised the House of this.  A $75 million regional investment fund will be established.  Regional business tours will be introduced, uniform electricity tariffs will be restored, existing regional purchasing preferences will be maintained and strengthened, and an extra $2 million will be spent to promote tourism.  These are some of the commitments that will be delivered by this Government that will produce for the people of the regions a return of the economic benefits derived from the regions.  They are part of a series of commitments about which the House will hear more in the future.
