I have a supplementary question. Why does the minister not accept that allowing prisoners to have lighters in prison is simply a dangerous, unhealthy and irresponsible decision? Mr D.T. REDMAN

I assume the member therefore accepts that it is okay for prisoners to stick bits of metal into light sockets to light a cigarette. Mr F.M. Logan : You should manage that; not give them lighters! What is more dangerous? Several members interjected. Mr D.T. REDMAN : We do not support smoking in prisons. We are doing what we can to reduce the number of people smoking in prisons.
