I refer to Common Use Agreement for Salary Packing Services (CUASPS2017) that impacts all state government employees and their access to novated leasing and I ask: (a) For each of the financial years 2023-24, 2024-25 and year to date 2025-26, how many new novated leases were taken up by WA State Government employees; (b) What is the appropriate contact point in Department of Treasury and Finance for resolving issues, blockages or placing complaints for WA public sector employees regarding novated leasing; (c) What are the expectations of approved salary packaging providers in managing novated lease arrangements where the employee has sourced their vehicle finance independently through a third party financier: (i) In these circumstances, are approved salary packaging providers obligated to facilitate and manage novated leases, even when the finance was not arranged through their preferred panel of financiers; and (ii) If there are no requirements for providers to support independently sourced finance: (A) What policies or guidelines govern this discretion; and (B) Does the Department of Finance provide oversight or direction to ensure employees are treated fairly and consistently when choosing their financier; (d) Which WA State Government departments currently allow employees to select a third-party financier for their novated lease; (e) On what date was CUASPS2017 last awarded; and (f) Has there been any review of CUASPS2017 since it was awarded: (i) If so, when were those reviews conducted and what were the outcomes?

(c)     If the novated lease is provided by the salary packaging supplier, the supplier is responsible for managing the lease even if the employee independently sources a financing arrangement.
