At a recent public hearing held in Perth by the Joint Standing Committee on Treaties for its inquiry into the Australia-United States Free Trade Agreement on 23 April 2004, Karen Hall, a representative of the Western Australian Government, said that after negotiations for the AUSFTA had commenced, a “wide invitation to a range of industries” was put out for a public consultation meeting. Ms Hall said that about 50 people from industry, the tertiary sector and government came along to the meeting, and that that was the beginning of its consultation with industry. (1) Can the Premier provide a list of who was invited to, and who actually attended, that initial consultation and what organisations they represented? (2) What follow-up consultation with industry representatives, unions, government departments and other interested parties did the Western Australian Government undertake following this initial meeting? (3) In particular, who did the Western Australian Government consult about its decision not to request an exemption for the procurement of health, education and welfare services, as was provided for under the terms of the trade agreement? Hon KIM CHANCE

I have an answer to the question, but I suggest that people who read Hansard refer to question time on Wednesday, during which part of the answer was provided. Hon Ray Halligan also might have a question today that deals partly with theissue. (1) I have been advised that, as the meeting referred to was held more than a year ago, information on who was invited will require some time to compile. (2) There has been ongoing consultation between government agencies and their stakeholders, as information on the AUSFTA was provided to the State by the Commonwealth. (3) All Western Australian government ministers were involved in decisions on the State’s participation in the government procurement chapter of the AUSFTA.
