I refer to water extraction from the Gnangara Mound, and ask -
(1) What is the current status of the Gnangara Mound groundwater bore monitoring, metering and compliance project?
(2) How much has the Gnangara Mound groundwater bore monitoring project cost (please provide detailed costs including staffing, communications, hardware, water user support, analysis and compliance activity)?
(3) How many meters have been installed for each of the three years of the project?
(4) What volumes of water were metered users licensed to extract?
(5) How many of those licensed and metered users have extracted less water than their water allocation licence?
(6) How many of those licensed and metered users extracted a volume of water equal to their allocation licence?
(7) How many of those licensed and metered users extracted more water than their allocation licence?
(8) For the categories of user referred to in (5) to (7), please provide total volumes of water extracted during, -
(a) 2006-07;
(b) 2007-08; and
(c) 2008-09?
(9) What was the total volume of water extracted by licensed and metered consumptive users above their allocation licence across the period the project has been in operation?
(10) If the users referred to in (9) were required to pay for the water they extracted above their licence allocation at the rate paid by average public consumers of drinking water in the Perth metropolitan area, how much would this amount be?
(11) Has the Department of Water issued any warnings, fines or prosecutions stemming from the metering project findings?
(12) If yes to (11), -
(a) how many warnings, fines, and prosecutions have been issued for the years 2006-07, 2007-08 and 2008-09;
(b) what volumes of water were identified for each breach; and
(c) what value of fines, costs and prosecutions have been issued and recovered from users who have used more water than their water allocation licence?

(10) The Water Corporation currently charges public consumers of drinking water extracting over 950kL/year at a rate of 166.1c/kL which covers the cost of infrastructure, treatment and distribution. Bore users pay for their own infrastructure and supply costs. However, if licensed bore users were required to pay this rate, the amounts would be: 2006-07 - 1,434,141 x 166.1 = $2,382,108.20 2007-08 - 4,746,457 x 166.1 = $7,883,865.07 2008-09 - 2,232,388 x 166.1 = $3,707,996.46 (11) The initial focus of the project was not compliance but to obtain accurate information of licensed water use between 5,000 and 500,000 kilolitres per annum . The Department of Water has issued warning letters. (12) (a) For the 2006-2007 water year, 51 formal warning letters were issued.  For the 2008-2009 water year, 116 warning letters are being sent to licensees..
